Main Sail has openings for IT Systems Analysts for sustainment and modernization support of the Navy Maritime Maintenance Enterprise Solution (NMMES).

NMMES is an information technology toolset used by NAVSEA in ship maintenance and repair at shipyards located in Norfolk, Virginia; Portsmouth, Maine; Puget Sound, Washington; and Pearl Harbor, Hawaii. NMMES collects and processes scheduling repair availability at individual yards to securing spare parts, financial management, workforce planning and dozens of other activities. It encompasses every phase of ship maintenance, from initial planning to the final close-out of an individual maintenance contract.

Responsibilities:

- Analyzes and develops computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions.

- Develops plans for automated information systems from project inception to conclusion.

- Analyzes user interfaces, maintain hardware and software performance tuning, analyze workload and computer usage, maintain interfaces with outside systems, analyze downtimes, analyze proposed system modifications, upgrades and new COTS.

- Analyzes the problem and the information to be processed.

- Defines the problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests.

- Coordinates closely with programmers to ensure proper implementation of program and system specifications.

- Develops, in conjunction with functional users, system alternative solutions.

- Conducts sites surveys; assesses and documents current site network configuration and user requirements.

- Designs and optimizes network topologies.

- Analyzes existing requirements and prepares specifications for hardware/software acquisitions.

- Prepares engineering plans and site installation Technical Design Packages.

- Develops hardware/software installation schedules.

- Prepares drawings documenting configuration changes at each site.

- Prepares site installation and test reports.

- Configures computers, communications devices and peripheral equipment.

- Installs network hardware/software.

- Trains site personnel in proper use of hardware/software.

- Builds specialized interconnecting cables.

- Performs first line support for service interruptions such as printer routings, power outages, wiring problems, and malfunctioning servers.

- Escalates unresolved problems to expedite resolution.

- Develops, analyses, evaluates, advises on, and/or improves the effectiveness of work methods and procedures, organizations, Client utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.

Qualifications:

- LEVEL I: Up to 2 years of experience in the field or in a related area.

- LEVEL II: Up to 4 years of experience in the field or in a related area.

- LEVEL III: At least 4 years of experience in the field or in a related area.

- LEVEL IV: At least 7 or more years of experience in the field or in a related area.

- LEVEL V: At least 10 years of experience in the field or in a related area.

Location:

- On site Norfolk VA or WNY (Level II & V), with up to 80% remote telework

Period of performance: Multiple years with estimated start 6/3/2024.
